Ayella is not a very skilled leader, but is used as more of a figurehead for the people behind the scenes. She was preceded by her father, who was considered one of Panem’s most gracious presidents. As president, Ayella has passed through many acts, including several that improve work environments in the various districts throughout Panem. There are even rumors that Ayella is trying to abolish the Hunger Games, but many people highly doubt that she would do something like that.
